Oceans Forum on trade-related aspects of SDG 14

The Oceans Forum is a unique global platform to take stock, exchange experiences and present options for the implementation of trade-related targets of SDG 14 (Targets 4, 6, 7 and b) through the involvement of leading United Nations Agencies, regional bodies, government institutions and civil society organizations. The Second Forum will examine analysis, countries experiences, and best practices to meet the trade-related targets of SDG 14. It will seek to develop a set of policy recommendations and actions to be considered in advancing implementation of SDG 14 by countries in the multilateral trade system and in the SDG monitoring framework. These recommendations and actions will build upon existing UN Conference outcomes, FAO, UNEP and UNECE agreements and instruments, soft law and other trade related instruments. International Research Conference on Carbon Pricing

Research and analysis can underpin effective carbon pricing design and implementation. With the goal to strengthen the knowledge base on carbon pricing and foster an improved understanding of the evolving challenges to its successful application, the  Carbon Pricing Leadership Coalition (CPLC) will convene researchers and practitioners for a CPLC Research Conference, scheduled to take place in late January 2019.

The CPLC will convene researchers, policy makers, and practitioners at this international research conference to strengthen the knowledge base on carbon pricing and foster an improved understanding of the evolving challenges to its successful application. Leveraging its high-level membership of governments, the private sector, and civil society organisations, the Coalition will draw on outcomes of this conference to help bridge the existing gap between theory and practice, and to inform future decisions taken by policy makers and corporate leaders.

Katowice Climate Change Conference (UNFCCC COP 24)

The Katowice Climate Change Conference will include the 24th session of the Conference of the Parties (COP 24) to the UNFCCC, along with meetings of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP), the Subsidiary Body for Scientific and Technological Advice (SBSTA), the Subsidiary Body for Implementation (SBI), and the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA).
A High-Level Ministerial Dialogue (HLMD) on Climate Finance is expected to be held in conjunction with COP 24. For further information, visit the COP24 webpage.

Public Forum 2018 — “Trade 2030”

This year’s WTO Public Forum will consider what sustainable trade will look like in 2030 and beyond. Under the main theme of “Trade 2030”, the Public Forum’s sub-themes will be sustainable trade, technology-enabled trade, and a more inclusive trading system. Working Sessions will cover a number of issues including green fiscal reform:

  • A working session on ‘Caught in a net – Untangling fisheries subsidies and sustainable development’ organised by Pacific Network on Globalisation; National Platform for Small Scale Fishworkers (Inland) will take place on 2 October 2018 from 11:30-13:00 (CET).
  • A working session on ‘The role of Fossil Fuel Subsidy Reform towards achieving Agenda 2030’s sustainable objectives and its impact on trade’ organised by the Friends of Fossil Fuel Subsidy Reform will take place on 2 October from 14:00-15:30 (CET).

Second One Planet Summit

The One Planet Summit was held in 2017 to accelerate implementation of the Paris Climate Agreement and engage public and private actors in the race against global warming. Of the twelve commitments made, some such as ‘Towards a Carbon Price Compatible with the Paris Agreement’ (8), ‘International Mobilization of Development Banks’ (10) and ‘Commitment by Sovereign Funds’ (11) are closely related to green fiscal policies.

 

This follow-up meeting will gather Heads of State, business leaders, and other non-state actors to account for implementation of the commitments made at the One Planet Summit, build trust and collaboration for ongoing multilateral climate action. This meeting is co-hosted by French President Emmanuel Macron, Secretary-General of the United Nations António Guterres, President of the
World Bank Group Jim Yong Kim, and United Nations Special Envoy for Climate Action Michael R. Bloomberg. For further information, see press release.

Reaching scale with finance: Fiscal policy and blended finance that mobilizes public and private capital for climate action

The Paris Agreement calls for all financial flows to be “consistent with a pathway towards low GHG emissions and climate-resilient development.” In practice, scaling up private finance and redirecting public investment will be key. Two promising areas are blended finance and effective fiscal policy. On one hand, by using a combination of sources of concessional funding to leverage private investment, blended finance instruments are delivering both attractive returns to private investors and climate outcomes. On the other hand, effective fiscal policy and the mobilization of Sovereign wealth funds can channel significant flows of public resources for climate finance, while avoiding the crowding out and incentivizing the private finance. This side event at the COP24, jointly organized by the Green Fiscal Policy Network, Climate Policy Initiative (CPI), and the Institute for Climate Economics (I4CE) will highlight real-world examples mobilizing public and private capital for climate action.

The Roles of Fiscal Policy, Financial Markets and Trade in Implementing the Paris Agreement

UN Environment, together with IMF, IFAD, UNCTAD and WTO, is organizing a side event at the COP24 that will explore how fiscal policies, financial markets and trade can support implementation of countries’ nationally determined contributions (NDCs) to the Paris Climate Agreement. The event will bring together representatives from international organisations to discuss the role of carbon pricing and other mitigation policies; the role of trade and markets in promoting enabling conditions; mobilizing climate finance and developing new risk management instruments and processes to build smallholders’ resilience.

High-level seminar on circular economy

Green Budget Europe (GBE), together with the Institute for European Environmental Policy (IEEP) and the Ex’Tax Project Foundation from the Netherlands, is organizing a high-level seminar on the circular economy. The seminar will discuss the results of a project commissioned by the Finnish Innovation Fund (Sitra), which looked at the Finnish economy and – based on best practices in other European countries and initiatives from the BrusselsBrusselsOECD, World Bank and other international institutions – produced a set of proposals on fiscal incentives to promote low-carbon and circular economy objectives in Finland. 20th Global Conference on Environmental Taxation – Economic Policies for Low-Carbon Development”

The Global Conference on Environmental Taxation (GCET) is the leading global forum for exchanges on the principles and practices of environmental taxation and other market-based instruments for greening the economy and promoting the transition to low-carbon and resource-efficient societies.

The 20th Conference (GCET20) will focus on the theme of Economic Policies for Low-Carbon Development. The conference is organized by the Cyprus University of Technology, in Limassol, Cyprus.

2019 OECD Green Growth & Sustainable Development Forum

The OECD will hold its 2019 Green Growth and Sustainable Development (GGSD) Forum on the theme of “Greening heavy and extractive industries: innovation and fiscal implications” in Paris, between the 26 and 27 of November.

The Forum will address how the shift to a circular and low-carbon economy, which is required to meet the Sustainable Development Goals (among others) on Responsible Consumption and Production (SDG 12) and on Climate Action (SDG 13), might impact on future demand and business models of extractive and heavy industries, such as oil & gas, mining, steel and cement, and its innovation and fiscal implications.

Global Academy on the Green Economy

The Global Academy on the Green Economy will take place from the 14 to the 18 of October 2019, in Turin, Italy.

This learning event is organized in conjunction with the Partnership for Action on Green Economy (PAGE), it is designed to build capacities for the promotion of inclusive green economies that create income and jobs, reduce poverty and inequality, and protect the environment.

Learning sessions are designed to equip policy-makers, technical staff and practitioners with the knowledge and skills needed to reframe policies and practices around sustainability. They also stimulate sharing of experiences on reforms, incentives, business models, and partnerships that catalyse green economy actions at country and institutional level.

The Academy will cover the following topics: green economy policy, green jobs and just transition, green industrial development, learning and skills development for greener economies, finance and investment in green economy.

The participants will be able to practice formulating and implementing green economy policies and strategies, and will be equipped with the knowledge and skills needed to grow a greener economy.

Green Talks LIVE: Taxing Energy Use

Global energy consumption rose strongly in 2018 along with energy-related CO2 emissions, reaching a new all-time high. This is disconcerting, as meeting the goals of the Paris Agreement will require deep cuts in emissions.

Taxing polluting sources of energy is an effective way to curb emissions that harm the planet and human health. Where do countries stand in deploying energy and carbon taxes to reach environmental and climate goals? How can governments step up efforts?

Join Jonas Teusch from the OECD Centre for Tax Policy and Administration on 15 October at 16:00 CEST / 10:00 EDT to discuss the key findings from the OECD publication, Taxing Energy Use 2019, which presents new and original data on energy taxes and carbon taxes in OECD and G20 countries, and in international aviation and maritime transport.

Scaling up blended finance solutions (CPI)

Can public capital leverage the economic transformation needed? This COP side event, co-organized by Climate Policy Initiative, the Global Innovation Lab for Climate Finance, and IDFC member organizations, will bring together leaders in blended finance from the public and private sector to share lessons learned.

Participants should expect to come away from the session with an enhanced understanding of blended finance tools and challenges, and the opportunity to network with leading initiatives to build partnerships. This event will include a Lab instrument showcase, in which Lab proponents will give an overview of innovative financial instruments they are rolling out to drive critical investment to action on climate change using blended finance solutions, followed by a high-level panel discussion that will react to the instrument presentations, and expand on the utility of blended finance solutions.

Critical theme: Small-scale farming and the future of the European food system

Globally, small-scale farming is crucial for the sustainable production of food and being the main source of livelihoods for millions of people. In European food systems, the important but under-appreciated role of small-scale farmers is under threat from external drivers. At the same time, more people are concerned about the climate impacts of agriculture and demanding better, rather than more, food.

This critical theme event will explore the future of UK and European food systems through the lens of small-scale farming and will ask the following questions:

Are small farms inefficient and uneconomic?

Or do they offer a glimpse of what a more sustainable food system might look like?

Public finance conference 2020: better spending for public service delivery

To achieve their national sustainable development goals, governments will not only need to spend more, but to spend better. While there is a common desire to see a greater impact from public spending, there remain many unanswered questions about how best to get there.

Many public financial management reforms aimed at improving public sector performance have often relied on top-down solutions led by finance ministries. But how do these solutions square with the complex realities of planning, funding and delivering services through an array of organisations inside and outside of the public sector?

This two day conference organized by the Overseas Development Institute invites ministers, civil servants and leading academics to reflect on how public financial management can deliver for public services, and explores:

  • how governments can support coherent systems for prioritisation and resource allocation
  • how governments utilise the resources needed to deliver services when and where they are required
  • how decisions taken by the centre of government affect the incentives of service providers.
